VLEs slow to take off

Derek Wenmoth on a recent report from Ofsted in the U.K.:

… when it comes to support for ICT at a system level we still see a lot of emphasis on making the technology available based on the assumption that the professionals working in the field will have the pedagogical nouse [sic] to constructively adopt and implement it.

His point, as I take it, is similar to one I make all the time: Why throw money at technology that can enhance student learning without simultaneously investing in resources to train, support and guide your faculty to use it effectively?
